Bulacan Flood Control Project Exposé: Corruption, Ghost Projects, and Political Kickbacks
Bulacan has once again been thrust into the spotlight amid revelations of large-scale corruption tied to its controversial flood control projects. According to a highly reliable source, several contractors and politicians colluded in rigged projects, with funds misused and ghost projects reported.
The exposé points to a systemic cycle where contractors allegedly bankroll politicians’ election campaigns in exchange for lucrative allocations from annual budgets. For instance, a congressman with ₱300 million in project allocations might sell off portions of that to contractors in exchange for ₱30 million in campaign funds. This arrangement ensures that politicians remain indebted to contractors long after elections, fueling a cycle of corruption.
Whistleblowers allege that instead of using public funds for genuine infrastructure improvements, portions are funneled into personal luxuries, political debts, and even ghost projects that exist only on paper. Shockingly, some sources revealed that even high-ranking officials failed to receive their “cut,” further exposing rifts within the network of corruption.
Calls for reform are growing louder, with advocates stressing the need for systemic change across Congress, the executive branch, and the judiciary. Public shaming—once a traditional Filipino practice to hold wrongdoers accountable—is being suggested as a deterrent to plunderers flaunting luxury items allegedly bought with stolen public funds.
As evidence continues to mount, citizens and reform advocates urge young DPWH officials to come forward with testimonies and documents to identify those responsible. Exposing ghost projects and revealing the true beneficiaries of misallocated funds may pave the way for stronger anti-corruption cases.
Former Senator Panfilo Lacson once declared: “We are not poor, we are plundered.” That sentiment resonates strongly today in Bulacan, where ordinary Filipinos continue to suffer while corrupt officials and contractors enrich themselves.
The public now awaits whether Malacañang will take bold action—beyond lip service—to punish those guilty of betraying the nation’s trust.
