DPWH Secretary Manuel Bonoan Resigns; Vince Dizon Takes the Helm Amid Flood Control Controversy

Manuel Bonoan has stepped down as Secretary of the Department of Public Works and Highways (DPWH), with President Ferdinand Marcos Jr. accepting his resignation effective September 1, 2025. Transportation Secretary Vince Dizon has been appointed as his replacement, tasked with implementing reforms in the agency.

The Palace directed Dizon to lead a “full organizational sweep” to ensure transparency and accountability in the use of public funds. Atty. Giovanni Lopez, former undersecretary, has been designated acting Transportation Secretary to take over Dizon’s former role.

Bonoan’s resignation came amid growing scrutiny over alleged irregularities in flood control projects. President Marcos created an Independent Commission to Investigate Flood Control Anomalies, which will review contracts, audit completed works, and determine accountability.

Lawmakers welcomed the leadership change, with Senator Panfilo Lacson calling Dizon a strong choice for the position due to his proven leadership. The House Infrastructure Committee also confirmed that both Bonoan and Dizon would be invited to hearings on questionable flood control projects.

Before stepping down, Bonoan defended his record, saying resignation should not be seen as avoiding responsibility. The DPWH has already begun reassigning regional directors and suspending district offices linked to ghost projects in Batangas and Bulacan.

President Marcos earlier revealed that 20 percent of the DPWH’s ₱545-billion flood control budget went to just 15 contractors, raising concerns about transparency. He has ordered lifestyle checks and strict oversight to restore public trust in government infrastructure spending.
