Zamboanga Sibugay’s Mining Dilemma: Growth at What Cost?

Zamboanga Sibugay’s mining boom has transformed the province into one of the fastest-growing economies in the Zamboanga Peninsula, driven by coal, gold, and copper extraction. While this rapid economic growth is a testament to the potential of the mining industry, the environmental and social consequences are raising alarming concerns. The province is now grappling with severe land degradation, biodiversity loss, and the displacement of indigenous communities—issues that cannot be ignored.

At the heart of this dilemma lies the conflict between short-term economic benefits and long-term sustainability. Major mining operations, including those led by the state-run PNOC-EC and Benguet Corporation, have cleared over 10,000 hectares of forest land in recent years. This deforestation has led to soil erosion, water contamination, and the disruption of vital ecosystems that local communities rely on. Rivers, once teeming with aquatic life, are now contaminated with toxins, endangering both the environment and the health of nearby residents. The economic benefits of mining have come at the direct expense of the region’s rich natural resources.

Perhaps the most striking impact is the displacement of over 1,000 families in the region, many of whom have not seen the promised benefits of mining activities. Instead of new job opportunities or compensation, they face impoverished conditions and a loss of their ancestral lands. The indigenous Subanen people, whose lands are being targeted for large-scale mining, are especially vulnerable. They argue that mining operations threaten not only their way of life but their cultural heritage, making it clear that the economic gains from these activities come with a high social cost.

The Makakalikasan Nature Party Philippines has strongly condemned this situation, calling for immediate reforms. In their recent statement, the Party emphasizes the need for ecological justice and a commitment to sustainable development. According to their 15-point Green Agenda, the development of Zamboanga Sibugay must prioritize the protection of its environment and respect for indigenous rights. The Party urges the government to enforce stricter mining regulations, including more comprehensive Environmental Impact Assessments (EIAs), to mitigate the harmful effects of mining. Furthermore, the Party advocates for the implementation of Free, Prior, and Informed Consent (FPIC) protocols, ensuring that local communities are fully consulted before any mining operations take place.

“Zamboanga Sibugay’s future cannot be built on the sacrifice of its environment and people,” said Roy Jerusalem Cabonegro, President of the Makakalikasan Nature Party. “We must not allow short-term economic gains to overshadow the long-term sustainability of our natural resources and the well-being of our communities.”

The Party’s position aligns with the broader call for a diversified local economy, focusing on sustainable agriculture, eco-tourism, and renewable energy industries. These sectors offer the potential for long-term, equitable growth without the environmental and social costs associated with mining. The Makakalikasan Nature Party firmly believes that the future of Zamboanga Sibugay—and indeed, the Philippines—depends on the adoption of policies that prioritize ecological balance and social equity.

Zamboanga Sibugay’s mining dilemma is a crucial reminder that progress should never come at the expense of the environment or indigenous communities. The call for stronger regulations, sustainable practices, and a diversified economy has never been more urgent. The province’s path forward should be guided by a commitment to ecological justice, ensuring that development is not only measured by economic growth but by the protection of its people and their natural heritage.
