According to the National Disaster Risk Reduction and Management Council (NDRRMC), over 600,000 individuals have been affected. The monsoon has caused widespread flooding and landslides, leading to significant displacement and damage to infrastructure and agriculture.

The NDRRMC’s report highlights the severe impact on local communities. Many families have been forced to evacuate their homes and seek refuge in temporary shelters. The flooding has submerged houses and roads, making transportation and communication challenging. The agricultural sector has also suffered, with crops destroyed and livestock lost, which will likely have long-term economic repercussions.

Details of Tropical Storm Carina

Tropical Storm Carina, internationally known as Gaemi, has intensified and is exacerbating the effects of the southwest monsoon. As of the latest reports, Carina was almost stationary over the Philippine Sea, about 365 kilometers northeast of Casiguran, Aurora. The storm has maximum sustained winds of 85 kilometers per hour and gusts up to 115 kilometers per hour, with a central pressure of 996 hPa. Strong to gale-force winds extend outwards up to 260 kilometers from the center.

Carina’s slow movement and strengthening have heightened concerns among meteorologists and disaster response teams. The storm’s prolonged presence in the region increases the risk of extended heavy rainfall, which could lead to more severe flooding and landslides. Residents in the affected areas are advised to stay vigilant and follow the advisories issued by local authorities.

Forecast and Warnings

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued several warnings and forecasts:

  1. Wind Signals: As of the latest bulletin, no Tropical Cyclone Wind Signals (TCWS) were in effect. However, PAGASA indicated that Wind Signal No. 1 might be raised over extreme Northern Luzon and the northeastern portion of mainland Cagayan if Carina’s path changes or intensifies further.
  2. Rainfall: Heavy rainfall is expected over Cagayan, the Babuyan Islands, and the northeastern portion of Isabela until Monday afternoon. The enhanced southwest monsoon is also predicted to bring strong to gale-force gusts over MIMAROPA, Bicol Region, Western Visayas, Northern Samar, and the northern portion of Samar from Sunday to Monday afternoon. From Monday noon to Tuesday afternoon, these conditions are expected to affect Zambales, Bataan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Visayas. This forecast highlights the potential for continued adverse weather conditions in these areas, necessitating ongoing preparedness and caution.
  3. Sea Conditions: Moderate to rough seas are expected over the coastal waters of the northern and eastern seaboard of the country (1.5-3.5 meters) and the western seaboards of Central and Southern Luzon (1.5-3.0 meters). Small vessels are advised to avoid venturing out to sea due to these hazardous conditions. Fisherfolk and operators of small seacrafts are urged to take precautions, given the rough sea conditions that pose significant risks to maritime activities.

Response and Preparedness

Local government units (LGUs) and disaster response teams have been mobilized to provide immediate assistance to affected communities. Evacuation centers have been set up to accommodate displaced families, and relief operations are ongoing to deliver essential supplies such as food, water, and medical aid. The NDRRMC continues to monitor the situation closely and coordinate with various agencies to ensure a swift and effective response.

In addition to immediate relief efforts, there is a focus on ensuring that affected areas receive the necessary support to recover and rebuild.
