NANINIWALA ang mga senador na higit na magpapalakas sa ating sandatahan ang nilang kasunduan sa pagitan ng Pilipinas at Japan ang Reciprocal access agreement (RAA).
Ayon kina Senate President Francis “Chiz” Escudero, Senate President Pro-Tempore Jinggoy Estrada at Senador Alan Cayetano malaking tulong ito para sa patuloy na magandang relasyon ng Pilipinas sa ibang mga bansa.
Naniniwala naman ang mga senador na hindi dapat isiping magdadagdaga ito ng panibagong tensyon sa pagitan ng Pilipinas at China ukol sa West Philippine Sea (WPS).
Aminado ang mga senador na kailangan ng kaalyado ng Pilipinas anumang bansa ito upang higit na mapagtibay ang relasyon.
Tiniyak naman ng mga senador na kanilang bubusisisin at pag-aaral ng mabuti ang naturang kasunduan sa sandaling isumite ng ehukutibo at hilingin sa senado ang pagratipika sa naturang kasunduan.
Siniguro din ni Escudero na tulad ng ibang tratado na pinasok ng Pilipinas ay paglalaanan ito ng panahon  enado at titiyakin niyang mapapakinggan ang bawat opinyon ng mga senador sa pagratipika nito.
