Spouses nabbed in Mabalacat for child exploitation

Operatives of the National Bureau of Investigation-Anti-Human Trafficking Division (NBI-AHTRAD) arrested two in Mabalacat City, Pampanga for child sexual exploitation.

In January 2023, NBI-AHTRAD received intelligence report-case referral from the Australian Center to Counter it Child Exploitation through the Philippine Internet Crimes Against Children Center (PICACC) about Warren Dixon, an Australian who preyed upon and exploited several Filipino minor victims.

Dixon was arrested in Australia by the Australian Police on November 28, 2022, having in possession several child sexual abuse materials (CSAMs) materials showing these minor Filipinos he sexually abused and other individuals who appear to have facilitated, participated, and promoted the abuse of the minors.

The arrested spouses are among the persons identified and principally involved in the criminal acts of Dixon by providing CSAMs.

On February 24, 2023, copies of the CSAMs were obtained and perusal of the same revealed that Subjects were chatting and communicating with Dixon using their Skype accounts.

The CSAMs showed Subjects with their five-year-old minor daughter having several virtual sexual engagements with Dixon. In many occasions, the couple was shown video-chatting with Dizon while showing lewd and sexual videos of the minor victim and performing sexual barbarous acts to the minor victim.

All of these depravity and perversion of the Subjects to their minor daughter are all shown in 17 videos and several screenshots.

After confirming the Subjects’ residence, operatives of NBI-AHTRAD, armed with Warrant to Search, Seize, and Examine Computer Data (WSSECD), proceeded to the target area on March 29, 2023.

The implementation of WSSECD, which was conducted in coordination with the City Social Welfare Development Office (CSWDO) Mabalacat City, DOJ Inter-Agency Council Against Trafficking (IACAT) and other concerned agencies, resulted in the seizure of four (4) pieces of cellular phones and one (1) piece of tablet.

Onsite forensic examination conducted by NBI-Digital Forensic Laboratory agents on the seized gadgets confirmed the Skype accounts used by the Subjects. It was likewise confirmed that among the data extracted, there is a visual representation of a naked woman who appeared to be the mother together with the minor victim.

With these, Subjects were placed under arrest.

Charges for violations of RA 11930 (Anti-Online Abuse and Exploitation of Children), RA 9208 as amended by RA 10364 (Expanded Anti-Trafficking in Persons Act of 2012), RA 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act), and RA 8353 (Anti-Rape Law of 1997) were filed against the arrested Subjects before the Office of the Prosecutor General, Department of Justice.
