Riders Group calls for a more efficient and fair implementation on the Return of LGU-NCAP

The Kapatiran sa Dalawang Gulong (KAGULONG) welcomes the reimplementation of the LGU led No Contact Apprehension Policy (NCAP) in Metro Manila on the 5th of October 2026.

“We support NCAP because that’s technological progress which will bring about convenience to motorists in terms of traffic violation apprehension.” Said Don Pangan, KAGULONG Secretary General.

But the group expects a more efficient and fair implementation NCAP. “We called for the suspension/TRO of the first NCAP, to be able to fix some irregularities and inconveniences of the system”. “We also recommended that the LGUs should also continue to study and look into the successful implementation of NCAP in other countries as their reference”.  Pangan added.

The group also recommended for the LGU and MMDA to develop a consolidated web portal so that there will only be one website to visit if a motorist wants to check if they think they have a violation to settle.

“KAGULONG calls for the passage of the Fair Traffic Apprehensions Law which aims to ensure the motorist right to appeal if the apprehension is wrong and should provide reimbursements on the costs acquired in filing the appeal/adjudication and attending hearings.” “If this law is passed while the NCAP is being reimplemented, motorists rights are definitely secured.” Pangan ended.
