MANILA, Philippines — After nearly a decade of fighting for recognition, motorcycle taxi riders are finally seeing the industry they helped build become part of the country’s legal public transport system.
The Motorcycle Taxi Riders Organization (METRO) welcomed the opening of the Land Transportation Franchising and Regulatory Board’s (LTFRB) Provisional Authority to Operate (PAO) registration, describing it as the moment when legitimate riders are finally being officially recognized.
For the rider group, PAO registration is more than an administrative process: It is the mechanism that ensures the riders who stood by the industry throughout its ten-year journey become part of its legal future.
METRO Co-Convenor Jason Luna said this marks one of the most significant milestones in the history of motorcycle taxis in the Philippines. “Halos sampung taon na nating ipinaglaban na kilalanin ang motorcycle taxis bilang lehitimong bahagi ng pampublikong transportasyon. Ngayon, hindi lang legal ang industriya—sinisimulan na ring kilalanin at irehistro ang mga rider na tumulong bumuo rito.”
Luna said PAO registration protects the interests of legitimate riders by ensuring that opportunities are reserved for those who genuinely belong in the industry.
“Panahon na para unahin ang mga tunay na rider. Kapag malinaw ang registration at beripikado ang mga rider, mas nagiging patas ang pagkakataong kumita at mas napoprotektahan ang kabuhayan ng mga rider na matagal nang nagseserbisyo sa publiko.”
He added that registration also benefits commuters. “Kapag malinis ang listahan ng riders, mas malinaw ang accountability, mas ligtas ang biyahe, at mas tumataas ang tiwala ng publiko sa motorcycle taxi industry.”.
Luna said the recent issues surrounding rider records only reinforce why the government’s industry clean-up is necessary.
“Nakita na natin kung bakit kailangan ang industry clean-up. Ang isyu ng overboarding na lumabas kasunod ng pamamahagi ng financial assistance ay nagbunyag ng mga ghost riders at mga pangalang hindi naman dapat kabilang sa sistema. Ang tunay na talo rito ay ang mga lehitimong rider na nababawasan ng oportunidad na kumita, ang mga commuter na umaasa sa ligtas at accountable na serbisyo, at ang publiko na umaasang ang tulong ng gobyerno ay mapupunta sa mga tunay na benepisyaryo. Kaya napakahalaga ng isang malinis, beripikado, at accountable na rider registry.”
” According to Luna, legalization also comes with responsibility. “Ang pagiging legal ng industriya ay hindi katapusan ng laban—simula pa lang ito. Responsibilidad nating lahat na tiyaking magiging propesyonal, ligtas, at patas ang industriyang ipinaglaban natin sa loob ng halos sampung taon.”
He encouraged fellow riders to embrace the registration process and rely only on verified information.
“Ito ang pagkakataon nating tiyakin na ang susunod na kabanata ng motorcycle taxi industry ay mabubuo ng mga tunay na rider na matagal nang nanindigan para rito.”
METRO reaffirmed its commitment to working with the LTFRB, the Department of Transportation, motorcycle taxi operators, and fellow rider organizations to build an industry that delivers fair opportunities for legitimate riders, stronger accountability, safer roads for commuters, and a professional motorcycle taxi sector for generations to come.
