Homeowners’ groups representing 800,000 San Joseños call for an end to PrimeWater’s oppression

June 17, 2026, San Jose del Monte, Bulacan — The Confederation of City of San Jose del
Monte Homeowners Associations, Inc., together with various federations and neighborhood
associations representing as many as 152,355 households or approximately 800,000 residents
of the city, called on PrimeWater Infrastructure Corp. to completely relinquish its water
operations in San Jose del Monte. The groups also expressed their support for the City
Government’s interim management of local water operations in partnership with Metro Pacific
Water.

In their manifesto, the homeowners strongly opposed PrimeWater’s continued interference,
including its filing of court petitions seeking injunctive relief against the City Government’s and
the local Water District’s efforts to address the continuing water crisis.

“We, the legitimate homeowners and actual residents of San Jose del Monte, strongly oppose
PrimeWater and all the abuses it has inflicted on consumers like us over a long period of time,”
the manifesto said.

The group cited recurring water interruptions, leaks that had remained unrepaired for years,
failure to respond to complaints, and questionable charges despite weak water pressure or no
water coming out of residents’ faucets.

“PrimeWater is a threat to our health and our ability to live freely. We are deeply outraged by the
abandoned and non-operational facilities that should have provided us with the service we
deserve,” the manifesto said.

An initial audit conducted by the LGU found that nearly 27 of PrimeWater’s 37 water facilities
were either abandoned or not being properly utilized. An inspection also uncovered a hazardous
pumping station with a rusting water tank that could pose risks to the health and safety of
residents if it continued to be used. Despite the risks, the facility had been operated by
PrimeWater before the LGU assumed interim management. The City Government and Metro
Pacific Water are now using a filtration system to help ensure the cleanliness of the water.

“We will fight any attempt by companies like PrimeWater to continue doing business because it
is clear to us that they care only about benefiting, profiting, and taking advantage of consumers
who continue to pay but do not receive proper service,” the manifesto stated.
