Former PNP Chief appointed as ICI adviser

Retired Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. is now being appointed by the Independent Commission for Infrastructure (ICI) as its Special Adviser and Investigator, a move seen as an effort to strengthen the commission’s capability to handle sensitive cases involving large-scale infrastructure projects.

In a statement released on Monday, the ICI said Azurin’s extensive background in law enforcement, intelligence gathering, and organizational leadership made him a strong candidate for the role. As Special Adviser and Investigator, he will assist in probing alleged irregularities in billion-peso infrastructure projects, including issues of procurement, contract implementation, and potential corruption.

“General Azurin’s proven track record in ensuring integrity and accountability within the police service will be invaluable to the work of the commission,” the ICI noted.

Azurin, who retired from the PNP in 2023, previously spearheaded several anti-crime and anti-corruption campaigns during his tenure as Chief PNP. His appointment is expected to bring a more disciplined and security-focused approach to the commission’s investigative work.

The decision, however, has drawn mixed reactions. Advocates for good governance welcomed the move, saying Azurin’s experience could help uncover questionable practices in infrastructure spending. “He brings credibility and enforcement experience to the table, which are critical in tackling corruption,” said one watchdog group.

But some critics raised concerns over possible conflicts of interest, noting that Azurin had close working relationships with various government agencies and local officials who may be involved in the projects under scrutiny. “The question is whether he can conduct investigations independently, without political influence,” one political analyst remarked.

Azurin has assured the public of his impartiality, stressing that his duty will be to the Filipino people. “I will carry out my role with the same commitment I had in the police service — to uphold accountability, protect public trust, and ensure that taxpayer money is used properly,” he said.

The ICI is currently reviewing several high-profile infrastructure projects amid allegations of overpricing, ghost projects, and irregular bidding processes. Azurin’s appointment signals the commission’s intention to intensify its investigations in the coming months.
