MANILA, Philippines— The Land Transportation Franchising and Regulatory Board (LTFRB) has taken another step toward the full legalization of motorcycle taxis after holding a consultation with rider representatives on the proposed Implementing Rules and Regulations (IRR) that will govern the industry.
The consultation, led by LTFRB Chairperson Atty. Vigor Mendoza II on July 16, gathered motorcycle taxi riders from various platforms to discuss key provisions of the proposed IRR, including rider accreditation, fare policies, passenger discounts, and the implementation of an authorized rider cap.
The LTFRB said the consultation was intended to give riders the opportunity to directly raise their concerns and recommendations as the agency finalizes the implementing rules.
For Ryan Rillera, a motorcycle taxi rider since 2017, the dialogue marked a major milestone after years of lobbying for the industry’s legal recognition.
“I’ve been riding almost every day since 2017. It’s a big step for us that the regulation of motorcycle taxis is finally moving forward. We’ve been fighting for this for years, and we’re glad that these issues are now being discussed directly with the LTFRB,” Rillera said.
One of the major issues raised during the consultation was the implementation of an authorized rider cap, which participants said would help prevent an oversupply of riders while protecting the livelihood of legitimate operators.
Rillera said a balanced rider cap would benefit not only motorcycle taxi riders but also the broader public transport sector.
“A proper rider cap ensures fairer earnings because the number of riders remains balanced. It’s not only motorcycle taxi riders who will benefit; jeepney, taxi, and tricycle drivers will as well. What we all want is a sustainable livelihood for every sector of public transportation,” he added.
The consultation also covered fare concerns, passenger discounts, and other implementation issues. The LTFRB assured participants that the comments and recommendations raised during the meeting would be reviewed before the IRR is finalized.
Both regulators and rider representatives reiterated their shared goal of building a legal, professional, safe, and sustainable motorcycle taxi industry that protects riders’ welfare while improving accountability and service standards for commuters.
As the consultation concluded, both sides expressed support for continuing the dialogue as the country moves closer to the full legalization of motorcycle taxi services.
“Thank you for giving us this opportunity. After nearly ten years, we are finally at the point where this livelihood is being seriously regulated. It’s encouraging to see the government and riders working together to create fair policies that protect every sector while giving Filipino families the opportunity to earn a decent living,” Rillera said.
