Nanay ng Tahanan Bill Seeks P1,500 Monthly Aid for Full-Time Housewives
A new measure has been filed in the House of Representatives seeking to provide monthly financial assistance to full-time housewives whose families fall below the poverty line.
House Bill No. 3141, also known as the “Nanay ng Tahanan Bill”, was introduced by Rep. Nathaniel “Atty. Nat” M. Oducado. The proposed legislation aims to recognize the invaluable yet unpaid work of mothers and housewives at home by granting them a monthly allowance of ₱1,500.
Under the bill, stay-at-home mothers who devote their time to caring for their children and families will be entitled to financial support. The measure highlights that household work and childcare should be acknowledged as essential economic activities that contribute to nation-building.
The bill specifically covers housewives who do not have part-time or home-based work and whose families live below the poverty threshold. Beneficiaries must be full-time caregivers of their children or at least one child aged 12 years old and below, or older children who have mental incapacity and cannot care for themselves.
The financial assistance will be released by the Department of Social Welfare and Development (DSWD) in coordination with local government units (LGUs). To ensure accountability and proper implementation, certain conditions are set, including requiring children to maintain at least 85 percent school attendance, demonstrate responsible behavior, and for the family to participate in quarterly barangay assemblies aimed at community empowerment.
The DSWD will utilize the National Household Targeting System for Poverty Reduction (NHTS-PR) to identify qualified beneficiaries. The amount of compensation will be subject to review by Congress every three years to account for inflation and possible wage adjustments.
If enacted, the Nanay ng Tahanan Bill would mark a historic step in recognizing the unpaid labor of Filipino housewives and providing them with direct government support for their contribution to family welfare and national development.
