Philippine Congress Opens 2025 Session with Focus on Reform and Unity Ahead of Midterms

MANILA, Philippines – July 28, 2025 — The Philippine Congress formally opened its regular session today, setting the tone for a politically charged yet reform-driven legislative year ahead of the 2025 midterm elections. Lawmakers from both chambers gathered for the joint session as President Ferdinand “Bongbong” Marcos Jr. prepared to deliver his State of the Nation Address (SONA) later in the day.

The opening ceremonies, held at the Batasang Pambansa in Quezon City, were attended by top government officials, members of the diplomatic corps, and political observers anticipating critical developments on several national issues. House Speaker Martin Romualdez and Senate President Chiz Escudero presided over their respective chambers, signaling legislative unity despite looming debates on divisive topics such as Charter change and electoral reforms.

Key Legislative Priorities

Among the top items on the Congressional agenda this year are:

  • Charter Change (Cha-cha):Renewed proposals to amend the 1987 Constitution, particularly economic provisions limiting foreign ownership and investment, are expected to take center stage.
  • Economic Reforms: Legislators are eyeing stimulus legislation, pro-business tax reforms, and measures supporting digital infrastructure and climate resilience.
  • Preparations for the 2025 Midterm Elections:Congress is set to review the readiness of the Commission on Elections (COMELEC) and deliberate on electoral reform bills aimed at ensuring a clean and transparent election.
  • Peace and Security Legislation:Lawmakers are also expected to revisit the implementation of the Bangsamoro peace pact, strengthen anti-insurgency policies, and pass pending national defense measures.

Calls for Unity and Productivity

In his opening remarks, Speaker Romualdez called on his colleagues to “rise above political interests” and focus on passing laws that will “bring inclusive growth, protect national sovereignty, and elevate the quality of life for every Filipino.”

Senate President Escudero, meanwhile, emphasized the Senate’s role as a “stabilizing force” in turbulent political times and vowed to safeguard the independence of the chamber amid rising tensions between various political factions.

Public Expectations High

Filipinos across the nation are closely watching how lawmakers will address the pressing challenges of inflation, climate change, education reform, and national security. With just under a year before the 2025 midterm elections, Congress is expected to balance governance with growing political realignments that may reshape the country’s power structure.
