The measure to grant ABS-CBN a provisional franchise has been archived by the House of Representatives, as it has been previously declared “moot and academic.”

House Bill No. (HB) 6732 was removed from the House’s calendar of business and was transmitted to the archives, which is short of junking it.

The measure was filed by former House Speaker and Taguig-Pateros Rep. Alan Peter Cayetano and his allies in May 2020 amid the public clamor for the lower chamber to discuss several bills seeking to grant ABS-CBN a 25-year franchise.

The measure was seeking to grant a provisional franchise to ABS-CBN effective until October 31, 2020. It was later recalled as the House leadership chose to work on the bill for a 25-year franchise for ABS-CBN.

It was Anakalusugan Rep. Mike Defensor who raised on January 27, 2021 the “unfinished business” regarding the provisional franchise being sought for ABS-CBN from the House.

But House committee on legislative franchises chairperson Palawan Rep. Franz Alvarez said HB 6732 was already “moot and academic” as the measure only covered until October 31, 2020.

He added that the issue towards the ABS-CBN franchise was already resolved after 70 members of the legislative franchises committee voted to deny the network’s renewal bid in July 2020.
