Philippine Army Cpl. Winston Ragos was laid to rest with full military honors at the Libingan ng mga Bayani on Sunday.

Ragos, who suffered from post-traumatic stress disorder, was shot and killed on April 22 by Police Master Sgt. Daniel Florendo Jr. near a quarantine checkpoint in Barangay Pasong Putik, Quezon City after an altercation with police trainees.

According to Col. Ramon Zagala, Ragos was “given military honors fitting for a former soldier who served his country.”

Aside from Ragos’ loved ones, some personnel of the Philippine Army, led by Col. Potenciano Camba, the organization’s chief for personnel, also attended the burial rites, said Zagala.

Ragos, 34, was killed Wednesday by Police Master Sgt. Daniel Florendo Jr. near a quarantine checkpoint in Barangay Pasong Putik after an altercation with police trainees.

A video clip that circulated on social media showed Florendo with his firearm pointed at Ragos, ordering the latter to drop to the ground several times. Several witnesses were heard on the background telling the cops not to shoot the man who was seen unarmed.

Police said a caliber .38 gun was found in Ragos’ bag but a witness said the ex-soldier, who was suffering from post-traumatic stress disorder (PTSD), was unarmed during the incident.

Florendo has been placed under the custody of the Quezon City police, Philippine National Police chief Dir. Archie Gamboa earlier said.

The National Police Commission (Napolcom) has launched an investigation while the Philippine Army sought the help of the National Bureau of Investigation (NBI) to look into the fatal shooting.

“Sana magkaroon ng impartial investigation…hihintayin natin ang resulta sa dapat gawin  (We hope for an impartial investigation. We will wait for the result.),” Zagala said./Stacy Ang

The Revolution the Philippines Cannot Avoid: End the Chaos...

The greatest tragedy of the Philippine nation may not be its poverty, its corruption, or even its perpetual political crises. Its greatest tragedy is the ruling elite's stubborn refusal to recognize that the institutions governing the Republic are no longer merely dysfunctional — they are approaching systemic failure.
