Second Impeachment Rocks VP Sara Duterte Amid P125M Controversy

A second impeachment complaint was filed on December 4, 2024, against Vice President Sara Duterte, intensifying scrutiny over the alleged misuse of public funds and raising questions about her administration’s transparency. The complaint, lodged by progressive groups led by Bayan Muna and Gabriela, centers around the Vice President’s alleged improper use of PHP 125 million in confidential funds within just 11 days in 2022. This amount, they claim, lacked proper accounting and was spent without public knowledge, raising serious concerns about corruption and mismanagement of taxpayer money.

This latest filing follows an initial impeachment complaint in September, which cited Duterte’s reported abuse of power and failure to properly disclose her office’s financial dealings. The first complaint accused her of using confidential funds for non-disclosed projects and maintaining secrecy over public spending. Both complaints highlight a pattern of alleged financial irregularities and abuse of authority, with this second case further emphasizing Duterte’s supposed failure to provide adequate justification for such a large, rapid expenditure.

The PHP 125 million in question stems from a special allocation granted to Duterte’s office shortly after she assumed her vice-presidential role in June 2022. Critics argue that the timeframe for the funds’ use, spanning just 11 days, is both highly irregular and suspicious. They insist that such a large sum could not have been properly utilized or accounted for in such a short period, suggesting that the funds were either misappropriated or used for unauthorized purposes.

Duterte’s camp, however, has dismissed the complaints as politically motivated and lacking in merit. In a statement released by Malacañang, officials accused the opposition of weaponizing the impeachment process for partisan gain, claiming that the Vice President has consistently acted within legal bounds. Presidential Communications Secretary Cheloy Garafil called the accusations baseless and reiterated Duterte’s commitment to accountability and good governance.

Despite the administration’s denials, critics argue that Duterte’s refusal to fully disclose details of the expenditures only fuels suspicions of wrongdoing. Progressive groups have pointed out that confidential funds, while permitted under certain circumstances, must be used judiciously and with strict oversight, particularly in a country facing rising inflation and economic hardship. The lack of transparency, they argue, undermines public trust and sets a dangerous precedent for future leaders.

While the first impeachment complaint centered more broadly on the alleged abuse of power and failure to disclose financial records, this second attempt zeroes in on the specific issue of misused confidential funds. Legal experts believe that this narrower focus may strengthen the case against Duterte by presenting concrete evidence of fiscal mismanagement. In contrast, the earlier complaint was criticized for being too general and lacking direct proof of wrongdoing.

The political stakes are high. If either impeachment attempt gains traction in Congress, it could significantly impact Duterte’s political future and President Ferdinand Marcos Jr.’s administration, given her role as a key ally. Some analysts speculate that these impeachment moves are part of a broader strategy to weaken the Duterte-Marcos alliance ahead of the 2025 midterm elections.

Duterte’s critics insist that this case is not about political rivalry but about safeguarding public funds and ensuring accountability. They contend that allowing such large sums to be spent without oversight erodes democratic institutions and weakens public confidence in government transparency.

As the impeachment battle intensifies, Filipinos await clarity. Will Congress take the complaints seriously and initiate a full inquiry, or will the Vice President continue to dismiss the accusations as partisan attacks? The coming weeks will likely determine not just Duterte’s political fate but also the broader trajectory of Philippine politics.
