Advancing Peace Through the Protection of Religious Freedom

Insights from the 5th International Forum on Law and Religion in the Philippines.

The 5th Annual International Forum on Law and Religion, themed “Building Peace Through the Protection of Religious Freedom,” took place on August 22, 2024. The day began with registration and networking, allowing participants to connect before the formal sessions commenced.

The Opening Session featured welcome messages from Atty. Darlene Marie B. Berberabe, Dean of the College of Law at the University of the Philippines; Amina Rasul Bernardo, President of the Philippine Center for Islam and Democracy; and Prof. Edgardo Carlo L. Vistan II, Chancellor of the University of the Philippines Diliman. These speeches underscored the importance of religious freedom in fostering peace and highlighted the university’s commitment to these values.

The first Keynote Address was delivered by Elder Patrick Kearon of The Church of Jesus Christ of Latter-day Saints, introduced by Elder Carlos G. Revillo, Jr. Elder Kearon discussed the global challenges to religious freedom, emphasizing the role of faith in conflict resolution and peacebuilding. His address set a reflective tone for the forum, urging participants to consider the moral and ethical dimensions of legal frameworks that protect religious freedoms.

The morning plenary session focused on “Advocacy and Legal Reforms for Sustainable Peace and Mitigation of Conflict,” with Hon. Huma Chughtai, a Member of Parliament from Pakistan, as the speaker. The session delved into how legal reforms in Pakistan and other countries are helping to mitigate conflicts driven by religious differences. Hon. Chughtai shared insights on legislative strategies that have proven effective in reducing sectarian violence and fostering a culture of tolerance.

Special sessions provided a deeper exploration into specific issues. The session on “Legal Frameworks and Religious Diversity” addressed the complexities of maintaining secular governance while respecting religious pluralism. Prof. Stefan Hammer from the University of Vienna and other discussants analyzed case studies from Europe and Asia, examining how different legal systems navigate the challenges of religious diversity. Discussions included the balance between freedom of religion and freedom from religion, as well as the role of the judiciary in safeguarding these freedoms.

The session titled “The Fourth Estate: Reshaping Norms of Behavior Beyond the Gavel and the Pulpit” explored the media’s role in shaping public perceptions of religious freedom and diversity. Discussants such as Ms. Cookie R. Domingo and Ms. Georgina Veronica D. Lumauig discussed how media representations of religious communities can either foster understanding or perpetuate stereotypes, and the role journalists and media outlets play in promoting tolerance.

The afternoon sessions continued to explore the intersection between religion, law, and society. The session on “Faith, Peace, and Security” addressed the balance between national security concerns and the protection of religious liberties. Dr. Delsy Ronnie and other speakers examined how religious leaders and faith-based organizations contribute to peacebuilding efforts in conflict zones, particularly in regions where religion is a significant factor in the conflict.

The session on “Human Rights and Religious Freedom,” with speakers like Hon. Huma Chughtai and Rev. Luisito Salendria, discussed the legal protections afforded to religious minorities and the challenges these groups face in different parts of the world. The session also touched on the role of international organizations in promoting religious tolerance and the importance of cross-cultural dialogue in addressing religious discrimination.

The session on the “Role of Education in the Promotion of Religious Pluralism” explored how educational institutions play a pivotal role in promoting understanding and respect for religious diversity. Discussants such as Dr. Mark Anthony Torres shared successful models of peace education and transitional justice for religious minorities, emphasizing the importance of incorporating religious pluralism into curricula to foster a more inclusive society.

The forum concluded with a synthesis of the day’s discussions and steps moving forward. Closing remarks from Atty. Salma Pir T. Rasul and Atty. Andre C. Palacios summarized key takeaways and outlined future initiatives to continue the dialogue on religious freedom and peacebuilding. Throughout the event, Atty. Jose Armand Arevalo, serving as the Master of Ceremonies, ensured the smooth flow of the program, creating an environment conducive to meaningful dialogue and reflection.
