
Cayetano Faces Resignation Demands After Allegedly Ignoring Senate Rules

A growing number of critics have called for Senate President Alan Peter Cayetano to resign after he allegedly postponed a Senate session without following the procedures required by the institution’s rules.
The controversy began when a scheduled Senate session was postponed despite claims that the proper consultation process had not been completed.
Members of Solid Bloc 11 strongly criticized the decision and described it as a serious failure of leadership within the Senate.
According to the statement, the action taken by Cayetano represented an abandonment of responsibility and a disregard for the rules that guide the Senate’s operations.
The criticism focused on Rule XIV, Section 41 of the Rules of the Senate, which outlines the procedures that must be followed before a Senate session can be postponed.
Under the rule, the Senate President may postpone a session only after consulting both the Majority Leader and the Minority Leader.
Critics claimed that this required consultation did not take place before the postponement was announced.
They argued that failing to follow the rule was not a minor procedural mistake but a direct violation of Senate regulations.
The issue quickly attracted attention because it raised concerns about respect for institutional procedures.
Solid Bloc 11 stated that the postponement demonstrated a lack of commitment to the responsibilities attached to the position of Senate President.
Leaders are expected to uphold and follow the rules rather than ignore them.
Members argued that public officials must set an example by respecting established procedures and ensuring that government institutions continue to function properly.
They warned that allowing such actions to go unchallenged could weaken public trust in the Senate.
The controversy has sparked discussions about leadership, accountability, and adherence to institutional guidelines within the Senate.
In its statement, Solid Bloc 11 declared that “What happened today was a clear abandonment of responsibility, a dereliction of duty, and a blatant disregard of the rules that govern this institution, because the Senate cannot be made to stop working simply because its presiding officer refuses to lead.”
The group also stated that “This is not merely a procedural lapse—it is a direct violation of the Rules of the Senate and a serious disrespect for the institution and the Filipino people.”
As a result of these concerns, the organization formally called for Cayetano to step down from his position.
The statement concluded by asserting that “Senate President Alan Peter Cayetano SHOULD RESIGN as he has shown that he cannot function as the leader of the Senate.”
The incident serves as a reminder that public institutions depend on both leadership and adherence to rules in order to maintain public confidence and perform their duties effectively.
