Understanding the Alleged Calls for Government Change in the Philippines

Recently, Senator Panfilo Lacson revealed an alleged orchestrated plan by certain groups to destabilize the Marcos administration. This raised questions: Is there truth to this claim? And who are these groups?

Senator Lacson did not directly name these groups but mentioned that during a nationwide rally for accountability, transparency, and justice on November 16–17, messages circulated that reportedly came from retired generals.

Based on intelligence sources, there appear to be two main groups:

  1. The Duterte-aligned group – This faction allegedly wants Vice President Sara Duterte as president, claiming she would perform better in times of chaos and economic difficulty. Some accusations were made regarding the Marcos family’s alleged involvement in illegal activities, which have been strongly denied by their representatives.

  2. Civil society and reformist groups – This group includes certain Catholic organizations and former PNP and AFP generals. They claim the government has been involved in large-scale corruption and advocate for a transition government to ensure fair investigations. Some even argue that the president could be held accountable since the national budget passes through his office.

Despite these claims, there is no concrete evidence that the president or other officials have misappropriated funds in 2023 or prior years.

The discussion raises a fundamental question: If these groups succeed in replacing the government, what alternative governance will be put in place? Proposals like a transitional council are not mentioned in the constitution and could be illegal. History also shows that coups or extra-constitutional changes often lead to instability, as seen in past events like EDSA 1 and EDSA 2.

The message to the public is clear: While dissatisfaction with corruption and inefficiency is understandable, the best course is to work within the law and constitution. Sudden or illegal attempts to replace government officials can harm the country’s stability, tourism, foreign investment, and overall economy.

In conclusion, citizens are encouraged to focus on lawful reforms and accountability measures, rather than seeking to forcibly change leadership. Real change comes from responsible action, not chaos.
