Victory Liner Clarifies News Reports on Employees’ Alleged Drug Use

We wish to address and clarify a recent news item regarding alleged drug use among our employees, which we believe may have unintentionally cast our company in a negative light. While we respect and do not dispute the factual components of the report, we take strong exception to the framing and implications conveyed.

The report suggests that sixteen (16) employees of Victory Liner were found guilty of drug use by the Land Transportation Office (LTO), were dismissed en masse, and had their licenses revoked. This portrayal is misleading and fails to reflect the facts accurately.

No one among the names in the list are currently employees of Victory Liner. As of May 20, 2025, none of these individuals remain employed with us. They left the company individually over the past several months—not simultaneously or as a group. We are unable to confirm whether their licenses were revoked, as such matters fall under the sole jurisdiction of the LTO.

While sixteen former employees tested positive spread over a period of seven (7) months, this number represented only 0.005% of our total workforce. The individuals mentioned in the report are former drivers and conductors whose names appeared in our internal drug testing program which was conducted between May 2024 and January 2025—well before the recent tragic incident involving another bus company.

This testing initiative is an annual undertaking by Victory Liner done voluntarily and at no cost to the government, as part of our strict internal compliance and safety protocols. The results of our latest drug testing report were formally submitted to Assistant Secretary Vigor Mendoza of the LTO, through Atty. Greg Pua Jr., on May 5, 2025. We have been sending drug tests results to the LTO regularly since 2023.

We remain committed to transparency, accountability, and to being an active partner in promoting road safety and a drug-free society.
