The Hague, Netherlands – July 20, 2024 – The International Court of Justice (ICJ) has issued a landmark ruling declaring Israeli settlements in Palestinian territories illegal under international law. The ruling, which addresses the legality of settlements in the West Bank and East Jerusalem, marks a significant moment in the Israeli-Palestinian conflict.
The ICJ’s decision, delivered by President Joan Donoghue, emphasized that Israeli settlements violate the Fourth Geneva Convention, which prohibits an occupying power from transferring its population into the territory it occupies. The court also noted that the settlements infringe upon the Palestinians’ right to self-determination and constitute a breach of international humanitarian law.
The case was brought before the ICJ by Palestine, which argued that Israel’s settlement activities amount to de facto annexation and undermine the prospects for a two-state solution. Israel, on the other hand, contended that the ICJ lacked jurisdiction and that the issue should be resolved through direct negotiations between the parties.

In response to the ICJ ruling, Israel expressed disappointment and reiterated its position that the court’s decision is politically motivated and ignores the complex realities on the ground. Israeli Prime Minister Benjamin Netanyahu stated that the ruling would not deter Israel from continuing its settlement activities, which he described as a security necessity and a reflection of the Jewish people’s historical connection to the land.
Despite the ICJ ruling, the path to resolving the Israeli-Palestinian conflict remains fraught with challenges. The international community continues to call for renewed efforts to achieve a two-state solution, with both Israelis and Palestinians living side by side in peace and security within recognized borders.
The ICJ’s ruling underscores the importance of adhering to international law and the need for a negotiated settlement that respects the rights and aspirations of both parties involved in the conflict.
