NBI Files Criminal Case vs Villanueva, Estrada, DPWH Officials in Flood Control Scam
The National Bureau of Investigation (NBI) has recommended the filing of criminal charges against Senator Joel Villanueva, Senator Jinggoy Estrada, former Ako Bicol Representative Saldico, and ex-DPWH Undersecretary Roberto Bernardo. The case is linked to the multibillion-peso flood control corruption scandal involving budget insertions and kickbacks.
Justice Secretary Crispin “Boying” Remulla signed the recommendation following whistleblower testimonies, including that of DPWH engineer Henry Alcantara. Authorities confirmed that the Anti-Money Laundering Council (AMLC) will freeze assets of those implicated, extending to their relatives and associates. With contractors allegedly pocketing trillions through ghost projects, the scandal is now one of the largest corruption cases in Philippine history.
