Underscoring the need to adapt to the times and give importance to food and job security, Prof. Clarita Carlos, national security adviser, expressed agreement with President Ferdinand ‘Bongbong’ Marcos Jr. (PBBM)’s thrust to prioritize agricultural productivity and employment generation as essential policies in repelling threats besetting the country.

According to the former political science professor from the University of the Philippines (UP), “individual security is very important” for national interest even as she noted how important it is for good to secure food to eat, the money to spend, the gasoline to go to work and even the air (to) breathe (for all Filipinos).”

“The creation of jobs lost during the pandemic, as job security is a national security. We have to adapt to the times,” she reiterated.

“The security that is needed most especially now more than ever is human security. Let us take care of the Filipinos first is what President Marcos wants,” she added.

 

Desperate Farmers

The national security adviser likewise enthused that she very well understands why the president wants the country to achieve rice sufficiency again, since any problem in providing food affects farmers who could become desperate enough to drive them into joining the communist insurgency.

“That is why we go back to the basics. We secure every Filipino above all. Food, energy, etc. By providing people food, better roads and education, the threat of rebellion will be greatly reduced, if not eliminated altogether, she stressed.

Carlos also gave significance to why the NSA is supportive of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which she recently spearheaded on the recommendation that President Marcos Jr. offer amnesty to communist rebels as a way to end the decades-old insurgency.

“The task force strongly recommends the need for offering an amnesty to prevent the resurgence of the communist terrorist groups, especially in geographically, challenged, isolated, and disadvantaged areas,” the group had spelled out recently in a statement.

 

Resume Peace Talks

Carlos explained the declaration of amnesty and the possible revival of peace talks with the communists are decisions left to the President.

Pending this, the NTF-ELCAC, which was created under the administration of former president Rodrigo Duterte, has actually vowed continuity in government’s initiative to ensure peace and development for all Filipinos even as it suggested reaffirming the importance of the whole-of-nation approach in rooting out causes of the insurgency.
